Ambassador Rosemary DiCarlo

Ambassador Rosemary A. DiCarlo is Senior Fellow and Lecturer at the Jackson Institute for Global Affairs at Yale University and President of the National Committee on American Foreign Policy, a nonprofit organization that organizes educational and information programs and conducts Track 1.5 and Track 2 diplomacy.  Ambassador DiCarlo served as the U.S. Deputy Permanent Representative to the United Nations from 2010 to 2014.  A career member of the Senior Foreign Service, she previously served as U.S. Alternate Representative for Special Political Affairs to the United Nations, and as Deputy Assistant Secretary of State for European and Eurasian Affairs at the Department of State.  Ambassador DiCarlo’s overseas assignments included tours at the U.S. Embassies in Moscow and Oslo. She holds a B.A., M.A. and Ph.D. from Brown University and speaks Russian and French.
